New Neighbrouhood in the heart of Prague

The winning Florenc21 masterplan creates a lively city quarter that blends seamlessly with Prague's historic urban fabric. Its streets and public spaces extend the existing city grid, respecting the scale, character, and diversity that make Prague unique. Designed for people first, the plan embraces mixed uses, vibrant street life, and accessible green areas — all within a short walk of the historic centre.

The masterplan was finalised in the Site Regulation and Development Principles document, developed in consultation with public authorities. This document subsequently became binding as part of the planning agreement.

Design Concepts

Historic ramparts and nearby parks form a green axis through the site, creating a continuous sequence of public spaces and linking the neighbourhood to Prague’s wider green network.

Green Connections

The site sits between very different districts — from historic streets to modern grids — and develops its own unique character while fitting naturally into its surroundings.

Unique urban structure

Instead of one central square, a network of smaller, connected spaces creates a lively, walkable neighbourhood where public life flows through a variety of inviting places.

Walkable Street Network

New streets and public spaces connect Karlín, Žižkov, and the New Town, transforming a once-isolated area into a vital link between key parts of the city.

of New Master Plan

Linear Block Structure

Buildings are arranged in clear, continuous blocks, shaping streets and squares while fitting seamlessly into Prague's urban tradition.

Compact Town of Human Scale

The masterplan prioritises pedestrians, cars are kept underground. Retail spaces are at the ground floors of all buildings providing a wide range of amenities for residents and commuters.

Characteristic Roofscape

Rooftops add to the area's identity, with varied forms and materials that echo Prague's architectural character.

Multifunctional City

Homes, offices, shops, and cultural spaces mix together, creating a lively neighbourhood at all hours.

Vibrant Public Spaces

Squares, parks, and green courtyards encourage community life, events, and everyday encounters.

Permeability and Barrier-Free Access

New routes and crossings open up the site, removing obstacles and connecting it smoothly to surrounding districts.

Emphasis on Blue–Green Infrastructure

Green spaces and water features work together to support biodiversity, cool the city, and manage rainwater naturally.

Integrated Transport Solutions

Integrated Transport Solutions: Public transport, cycling, and walking routes are seamlessly connected, reducing reliance on cars and improving mobility for all.

Public Space

Florenc 21 brings together a carefully composed range of public spaces, from active streets and intimate neighbourhood squares to terraced meeting spots and green pedestrian routes. These places offer room for everyday gatherings, quiet rest, and smooth movement through the district, culminating in the elevated railway promenade as a new urban lookout and destination. Together, they form a coherent network that supports community life and makes the area welcoming at every step.

Planning Agreement Framework

The masterplan was formalised into the Site Regulation and Development Principles document. This defined the spatial and functional framework for the site development, ensuring public and private partners can align on a shared vision and concrete urban design principles and regulations.

Created in consultation with public authorities, it was a supporting document for the Zoning Plan amendment. It forms also a binding part of the planning agreement signed between the City of Prague and Penta Real Estate. It includes both the Site Regulation Drawing and the detailed Development Principles.
