
Public participation played a key role in the urban design stage of the site’s regeneration. Even though the density, mix of uses, constraints arising from existing and planned transport infrastructure and heritage protection limits were already set in planning regulations and other legally binding documents, it was essential to understand and document the key values of the place that should be further strengthened, as well as its main issues from the perspective of the public, residents, commuters and other visitors.
Before the start of the urban design competitions, an assessment of the current state of the site and its surroundings was carried out through an on-line questionnaire with a mapping tool. An information point was placed at the Florenc metro station to inform the public about the competition process and the ways they could participate in it. Given the Covid-19 epidemiological measures in force in spring 2021, it was not possible to organise large community events or in-person meetings and public engagement happened mainly online. Report from the public participation was provided to the Urban Design Competition participants and the Competition Jury to guide their design decisions.
A Consultation Group was formed comprising representatives of Prague’s civil society, local building owners and institutions active in Florenc. The Consultation Group discussed the competition process and provided feedback to the competition materials.

The
Consultation Group comprised of stakeholders who have an interest in the
regeneration of the site, this included owners of buildings in the vicinity,
institutions operating in Florenc as well as Prague civil society organisations
interested in the topics of urban development.
Members of the Consultation Group were consulted on the Site Information publication, which was the key material summarising all information about the site for the competition participants.
In November 2021, members of the Consultation Group were invited to comment on the three proposals of phase two of the competition.
In December 2024, members of the Consultation Group were invited to the public discussion organised in CAMP where the process of the Parallel Architectural Competitions was presented and discussed.












In April 2021, at the Florenc 21 Info-point, residents and
visitors were able to learn about the competition and share their comments on
the area’s existing values
and challenges.

Through an online questionnaire in April 2021, the public had the
opportunity to share their assessment of the current state of Florenc. A total
of 331 issues and
190 values of the Florenc area were identified, and
these were provided in full to the competition participants as one of the
competition materials.

A public debates hosted at the Centre for Architecture and Metropolitan Planning brought together architects, planners, and city representatives. The events introduced the competition framework, shared international perspectives, and invited questions from the audience.

Shortlisted designs from the competition were displayed for public review. Visitors could compare proposals, leave comments, and express preferences — ensuring the final selection considered the public’s perspective alongside expert evaluation.
On 17 May, 2021, a public debate took place at the Center for Architecture and Metropolitan Planning / IPR Prague, aimed at introducing the main topics of the urban design competition and discussing the development of the Florenc transformation area. The debate featured city representatives, competition organizers, jury members, and experts, with online viewers able to ask questions.
On 1 December, 2021, a public event at the Center for Architecture and Metropolitan Planning / IPR Prague presented the winning proposal of the Florenc21 urban design competition by UNIT architekti, A69 – architekti, and Marko & Placemakers, along with the joint second-place proposals. All three finalists, competition organizers, and jury members attended. After the presentations, a discussion followed with the winning team and the organizers.

On 10 December 2024, a public debate took place at the Center for Architecture and Metropolitan Planning / IPR Prague, focusing on the next stage of the Florenc transformation. Three years after the announcement of the Florenc21 international urban design competition results, the masterplan was presented — now serving as the basis for four parallel competitions for the architectural design of four blocks in the first, western phase of development. Stakeholders and other involved parties also discussed additional planned projects in the area and the future of the north–south arterial road (Magistrála), to which the new buildings must respond.
